Suwandi officially earned a Doctorate in Civil Engineering from the Faculty of Engineering after successfully defending his dissertation during an Open Doctoral Promotion Examination held at the Auditorium Hall, M Building, Untar Campus I, on Friday (31/10/2025).
The examination was chaired by Untar Rector Prof. Dr. Amad Sudiro, S.H., M.H., M.Kn., M.M., with the Main Promoter Prof. Dr. Ir. Sarwono Hardjomuljadi, M.T., M.H. , and the Co-Promoter Dr. Ir. Onnyxiforus Gondokusumo, M.Eng..
The examination panel consisted of Prof. Ir. Rizal Z. Tamin, M.Sc., Ph.D., Prof. Ir. M. Agung Wibowo, M.M., M.Sc., Ph.D., Prof. Ridho Bayuaji, S.T., M.T., Ph.D., Ir. Oei Fuk Jin, S.T., M.Eng., D.Eng., and Ir. Harto Tanujaya, S.T., M.T., Ph.D.
During the session, Suwandi presented the findings of his dissertation entitled “The Role of Owner Support Consultants in Improving the Quality of Design Documentation for Government Building Construction Projects.”
His research was motivated by the fact that many government construction projects continue to experience delays and cost overruns due to inadequately prepared design documents. He highlighted the importance of the owner’s role in providing data and information from the planning stage. However, in practice, the technical capabilities and experience of Commitment-Making Officials (PPK) are often insufficient to meet project demands.
To address this issue, Suwandi proposed strengthening the role of the Owner Support Consultant (KPO) as a professional entity that can assist government agencies throughout the design process. The KPO is responsible for providing technical input, reviewing the completeness of project documents, and facilitating communication among stakeholders.
His findings demonstrated that the involvement of KPOs has a direct impact on improving the quality of design documentation in government projects, enabling construction processes to be carried out more effectively, efficiently, and transparently.
Through his research, Suwandi hopes his findings will contribute to strengthening government project management systems. “The role of a support consultant is not only to provide technical assistance but also to serve as a strategic partner for the government in ensuring that project planning is carried out effectively, efficiently, and accountably,” he said.
During the examination, Suwandi, who is also a member of the Indonesian Fleet Command, was awarded the 101st Doctorate in Civil Engineering with a perfect Grade Point Average (GPA) of 4.00 and the distinction of “Highly Satisfactory.”
