Adhi Wananda Examines a Legal Certainty-Based Model for Narcotics Law Enforcement

Narcotics-related crimes are no longer regarded as ordinary offenses but rather as extraordinary crimes due to their organized, transnational, and adaptive nature, as well as their systemic destructive impact on the nation’s younger generation. However, in practice, narcotics law enforcement continues to face challenges, including inconsistencies in legal norms, disparities in the treatment of users and traffickers, and tensions between repressive and rehabilitative approaches.

These issues formed the basis of Adhi Wananda’s dissertation titled “A Model of Law Enforcement in Combating Narcotics and Illegal Drug Crimes from the Perspective of Legal Certainty”, which he defended during the open examination of the Doctoral Program in Law at Untar on Friday (05/06/2026) at Campus I of Untar.

In his research, the doctoral candidate, who currently serves as Head of Unit 3 of Sub-Directorate 2 of the Directorate of General Crimes Investigation (Dittipidum) at the Criminal Investigation Agency of the Indonesian National Police (Bareskrim Polri) with the rank of Senior Commissioner of Police (AKBP), examined the legal uncertainty surrounding narcotics law enforcement, particularly concerning non-users who are not involved in illicit trafficking networks.

The study highlights the need to reformulate the law enforcement model under Law No. 35 of 2009 on Narcotics to make it more firm, consistent, proportional, and oriented toward substantive justice. Through this approach, the doctoral candidate formulated a law enforcement model based on substantive legal certainty that emphasizes a clear distinction in legal treatment among users, victims of drug abuse, and perpetrators involved in illicit narcotics trafficking networks.

The research also recommends more specific amendments to Law No. 35 of 2009 to reduce ambiguity in law enforcement related to psychoactive substance abuse. Furthermore, the doctoral candidate advocates revising the Narcotics Law, strengthening the capacity and authority of the Integrated Assessment Team, and establishing a specialized court ( Drug Court) to provide more humane and rehabilitative treatment for victims, and implement maximum and uncompromising repressive measures against narcotics traffickers and international drug networks.

Adhi Wananda officially became the 62nd doctoral graduate of the Doctoral Program in Law at Untar, earning a Grade Point Average (GPA) of 3.98 and graduating with cum laude honors.

The examination was conducted under the leadership of the Rector of Untar, Prof. Dr. Amad Sudiro, S.H., M.H., M.Kn., M.M., who also served as the candidate’s main promoter.
