Nurhayati Junaedi was officially conferred as the 103rd Doctor of Civil Engineering in the Doctoral Program in Civil Engineering, Faculty of Engineering, Universitas Tarumanagara (Untar). The conferral took place during an Open Doctoral Promotion Session held on Wednesday (17/12/2025) at Campus I Untar.

In the session, Nurhayati defended her dissertation titled “Cost Estimation Model for Solid Waste Final Disposal Sites.” The study was motivated by Indonesia’s waste management system, which is still largely dominated by the collect-transport-dispose approach, making Final Disposal Sites (TPA) play a strategic role in supporting environmental sustainability.

In her dissertation, Dr. Nurhayati explained that landfill construction is a complex engineering activity that requires accurate cost estimation. Precise cost estimation is essential to prevent cost overruns and delays in project implementation.

“This research aims to develop a cost estimation model for landfill construction using the Cost Significant Model (CSM) approach,” Dr. Nurhayati stated during the open session.

The researcher, who also serves as a Senior Functional Environmental Health Management Officer, explained that the research data were obtained from project budget plans (RAB) of landfill construction projects across various regions in Indonesia during the 2013–2022 period.

At the conclusion of her presentation, Dr. Nurhayati stated that the results showed the effectiveness of the CSM approach in producing precise cost estimates with minimal deviation. “This research contributes to the development of construction cost management knowledge and can serve as a decision-support tool for government planning and budgeting for sustainable waste infrastructure development,” she said.

The open doctoral session was chaired by Prof. Dr. Amad Sudiro, S.H., M.H., M.Kn., M.M., with Main Promoter Prof. Ridho Bayuall, S.T., M.T., Ph.D., assisted by co-promoter Alfred Jonathan Susilo, S.T., M.Eng., Ph.D. (VC/YS)
