Rori Achir Earns Doctorate, Studies Legal Certainty of Letter of Credit

A Letter of Credit (L/C) plays an important role as both a payment instrument and a guarantee in international and domestic trade transactions. However, the current regulatory framework is considered insufficient to provide legal certainty, particularly in the resolution of trade disputes involving L/Cs in court.

This issue formed the basis of Rori Achir’s dissertation titled “Reconstructing Letter of Credit Provisions and Their Considerations in Trade Disputes Before the Courts to Achieve Legal Certainty,” which he defended during the open examination of the Doctoral Program in Law at Untar on Wednesday (24/06/2026) at Campus I of Untar.

Rori, who currently serves as Senior Vice President of PT Bank Mandiri (Persero) Tbk., employed a normative juridical method with a descriptive-analytical approach in his research.

His study examined the provisions governing Letters of Credit (L/Cs) used in both international and domestic trade. In practice, international trade transactions refer to the Uniform Customs and Practice for Documentary Credits (UCP), while domestic transactions utilize the Surat Kredit Berdokumen Dalam Negeri (SKBDN), or Domestic Documentary Letter of Credit.

The research found that the existing L/C provisions remain inadequate in ensuring legal certainty, particularly in the settlement of trade disputes through the courts.

Therefore, he recommends improving access to and competency in L/C regulations for international trade, formulating specific regulations governing SKBDN for domestic trade, regulating non-operational aspects of L/Cs, and refining provisions related to the judicial settlement of L/C disputes.

On the occasion, Main Promoter Prof. Dr. Mella Ismelina F.R., S.H., M.Hum. also delivered a message to the new doctoral graduate. “A doctoral degree is not the end of one’s academic journey, but rather the beginning of a continuous pursuit of knowledge. Always uphold the values of integrity, professionalism, and entrepreneurship that define your alma mater,” she said.

Officially becoming the 69th graduate of the Doctoral Program in Law at Untar, Dr. Rori graduated with a perfect Grade Point Average (GPA) of 4.00 and earned cum laude honors. (CS/YS)
