Suhandi Walianto earned the 54th Doctor of Law degree at Untar during an open session held on Friday (09/01/2026) at the Auditorium of Campus I Untar. The degree was awarded after he successfully defended his dissertation before the board of examiners.
In his dissertation, Suhandi raised the topic “Land Sale and Purchase Conducted by Minors from the Perspective of Equitable Legal Certainty.” The study examined the practice of land rights transactions involving minors and their legal implications for legal certainty and justice within the national land system.
The research was motivated by the continued occurrence of land sale and purchase deed practices that do not fully consider the legal capacity requirements of the parties involved, particularly when the legal subjects are minors. Such conditions are considered to have the potential to trigger legal disputes and cause losses to interested parties in the future.
Suhandi emphasized the importance of the legality of land rights transactions as well as the role and responsibilities of Temporary Land Deed Officials (PPATS) in maintaining legal order in the land sector.
“The legality of land rights transactions, the role and responsibilities of PPATS, and the legal implications arising from deeds based on falsified documents are important aspects in creating equitable legal certainty,” stated Suhandi, who works as a lawyer.
Furthermore, the findings of his analysis showed that PPATS carry professional, administrative, civil, and criminal responsibilities in carrying out their duties. According to him, “PPATS are responsible for every deed issued, particularly in cases where errors or negligence cause losses to interested parties.”
He also explained that fulfilling the principles of prudence and compliance with statutory regulations is essential in the process of drafting land sale and purchase deeds. This is intended to ensure legal protection for all parties while maintaining legal certainty and justice within the national land administration system.
