Street crime remains a major issue in several large cities. Low public awareness and compliance with the law, combined with diverse social conditions, high population density, and limited law enforcement resources, have hindered optimal crime reduction efforts. Many members of society are considered law-abiding out of fear of sanctions rather than an understanding of the importance of collective order.

Pandangan tersebut disampaikan Muharram Wibisono Adipradono saat mempertahankan disertasinya berjudul “Urgensi Kesadaran dan Kepatuhan Hukum Masyarakat guna Mengurangi Kriminalitas Jalanan di Jakarta Barat dalam Perspektif Cita Hukum Kepolisian Republik Indonesia” pada Sidang Terbuka Promosi Doktor Ilmu Hukum Fakultas Hukum Universitas Tarumanagara (Untar), di Auditorium Gedung M, Kampus I Untar, Sabtu (15/11/2025).

In his research, Muharram examined the relationship between the legal system, public awareness, and the role of the Indonesian National Police (Polri) in maintaining security and order. He found numerous challenges, both internal within the community and external, that contribute to low legal compliance. These challenges include limited legal understanding, permissive attitudes toward violations, low public trust in authorities, and supporting regulations that have yet to function effectively.

Using a legal system theory approach and comparing crime prevention practices in Singapore, Muharram formulated a model for enhancing legal awareness considered more effective. The model emphasizes preventive strategies, active partnerships between the police and the community, improved legal education, the use of technology such as crime maps and CCTV in public spaces, and cross-agency collaboration to address social factors that trigger criminal behavior.

Muharram hopes that the results of his research will benefit both the community and law enforcement officers. “I will make the best use of this knowledge. As a law enforcer, I am committed to performing my duties professionally to achieve a better quality of life for society,” he said.

Muharram, who is also a member of the Criminal Investigation Directorate of the Banten Regional Police (Polda), graduated with distinction and became the 47th doctoral graduate of the Doctor of Law Program at Untar. (CS/YS)
