Indra Putra Salim Earns Doctoral Degree with Research on Jakarta–Bandung High-Speed Rail Financing

“Financing schemes play an important role in strengthening the effectiveness of Project Management Body of Knowledge (PMBOK) implementation, particularly in procurement and risk management aspects that directly affect cost efficiency and project success,” said Indra Putra Salim while presenting his research during the Open Examination of the Doctoral Program in Civil Engineering at Universitas Tarumanagara on Monday (6/10/2025) at the Auditorium of Building M, Campus I Universitas Tarumanagara.

Through the open examination, Indra was declared to have graduated with a perfect GPA of 4.00 and a “Very Satisfactory” predicate, making him the 94th Doctoral graduate of the Doctoral Program in Civil Engineering at Universitas Tarumanagara.

The examination was chaired by the Rector of Universitas Tarumanagara, Prof. Dr. Amad Sudiro, S.H., M.H., M.Kn., M.M., with Main Promoter Prof. Dr. Ir. Manlian Ronald A. Simanjuntak, S.T., M.T., D.Min., IPU., ASEAN Eng., and Co-Promoter Ir. Oei Fuk Jin, S.T., M.Eng., D.Eng.

Also present was Ir. Harto Tanujaya, S.T., M.T., Ph.D. as Chair of the Examination Committee, along with internal and external examiners.

In his dissertation entitled “Project Financing Management Model for the Jakarta–Bandung High-Speed Rail Project,” Indra developed a project financing management model based on the Project Management Body of Knowledge (PMBOK) framework, adapted to the context of Indonesia’s first national strategic project adopting high-speed rail technology and using a non-state budget (non-APBN) financing scheme.

Using the Structural Equation Modeling – Partial Least Square (SEM-PLS) method, the study analyzed the relationships between PMBOK knowledge areas and additional variables in the form of financing schemes. The results showed that properly designed financing can strengthen the effectiveness of PMBOK implementation, particularly in procurement and risk management, and contribute to improved cost efficiency and project success.

Indra also emphasized the importance of integrating financing policies and project management practices in a systematic manner. According to him, the government’s role as a facilitator of adaptive policies is crucial in ensuring the sustainability and efficiency of national infrastructure projects.

The findings are expected to serve as a reference for policymakers, practitioners, and academics in developing more efficient, transparent, and adaptive project financing models in response to global challenges.

Main Promoter Prof. Manlian expressed appreciation for Indra’s research contribution, which is considered to provide meaningful value to the development of civil engineering knowledge. “In the future, Dr. Indra together with Universitas Tarumanagara will work together to build this nation so that it becomes much better,” he said.

With this achievement, Universitas Tarumanagara reaffirms its commitment to producing high-quality doctoral graduates in civil engineering who excel not only in academics but also contribute meaningfully to national development and public policy strengthening in the infrastructure sector.
