Moody Rizqy Syailendra Putra officially earned his Doctoral degree in Law from Universitas Tarumanegara (Untar) after successfully defending his dissertation titled “State Responsibility in Personal Data Protection Related to the Utilization of Big Data Technology in Indonesia from a Human Rights Perspective” on Tuesday, (10/12/2024), at the Auditorium of Untar Campus I. The promotion session was chaired by the Rector of Untar, Prof. Dr. Amad Sudiro, S.H., M.H., M.Kn., M.M., with examiners Prof. Dr. Mella Ismelia F. R., S.H., M.Hum., Prof. Ariawan Gunadi, S.H., M.H., and Prof. Dr. Abdul Gani Abdullah S.H., LL.M. The primary promoter was Prof. Dr. Gunardi Lie, S.H., M.H., and the co-promoter was Prof. Dr. Amad Sudiro, S.H., M.H., M.Kn., M.M.
In his research, Moody focused on the massive use of big data, which requires effective management while also protecting the privacy of the public. He highlighted the potential vulnerabilities in information security systems, which could harm society. Personal data protection is considered a part of human rights. Moody identified deficiencies in Indonesia’s data protection norms, such as the lack of sanctions and oversight institutions. He proposed the reconstruction of the Personal Data Protection Law (UU PDP), including the addition of a non-discrimination principle and protection for vulnerable groups. Moody recommended that the government quickly establish an institution dedicated to personal data protection and ensure the enforcement of the law. “The government needs to increase socialization regarding the importance of personal data protection, while the public should be more cautious in sharing personal information that can be misused,” he said.
At 29 years old, Moody became the 43rd Doctor of Law at Universitas Tarumanegara, achieving a perfect cumulative grade point average (CGPA) of 4.00, further adding to the list of distinguished graduates produced by Untar.
