The Open Examination of the Doctoral Program in Civil Engineering at the Faculty of Engineering (FT) of Untar declared Mulyadi Irsan eligible to receive a doctoral degree with the distinction of very satisfactory, on Tuesday (2/7) at the Auditorium of Untar Campus I.
Mulyadi, who also serves as the Acting Regent of Tanggamus Regency, Lampung, successfully defended his dissertation titled “Policy Model for Determining Priorities in Road Maintenance Financing.” The research formulated policy models for determining road maintenance funding priorities in Lampung Province under conditions of limited budget availability.
According to Mulyadi, after examining various budgeting schemes, the final model—which prioritizes road maintenance—proved to be the most effective. He noted that government policies have traditionally focused more on technical and political considerations.
The open examination was also attended by Member of the House of Representatives (DPR) of the Republic of Indonesia, Drs. Mukhlis Basri, M.M., who stated in his remarks that Mulyadi has frequently contributed ideas and recommendations regarding road infrastructure development programs.
“We hope the knowledge gained by Mr. Mulyadi will benefit not only himself but also Lampung and Indonesia. We are proud of him, as he is a figure greatly needed in advancing infrastructure development in Lampung,” he said.
He added that infrastructure serves as a vital foundation for economic progress, emphasizing that better road quality contributes directly to stronger economic growth.

On this occasion, Rector Prof. Dr. Ir. Agustinus Purna Irawan, M.T., M.M., I.P.U., ASEAN Eng., who chaired the examination, expressed his hope that the new doctoral graduate would continue conducting research and applying his expertise for the benefit of society.
The examination was attended by other members of the board of examiners, including Chief Promoter Prof. Ir. Leksmono S. Putranto, M.T., Ph.D., Co-Promoter Dr. Ir. Najid, M.T., Harto Tanujaya, S.T., M.T., Ph.D., Prof. Ir. Rudy Hermawan Karsaman, M.Sc., Ph.D., Ir. Dadang M. Ma’soem, M.Sc.E., Ph.D., and Prof. Bagus Hario Setiadji, S.T., M.T., Ph.D.
