Fery Safaria has officially earned the title of Doctor of Civil Engineering after defending his dissertation in the Open Dissertation Examination at Campus I Untar, Monday (29/4).
His dissertation entitled “Land Value Capture (LVC) Financing Scheme for Railway Infrastructure Development” originated from Fery’s concern about the backwardness of Indonesia’s infrastructure development.
According to him, the potential for railway infrastructure development projects in Indonesia is huge. Railroad lines in Indonesia are still considered minimal. Unfortunately, the government’s fiscal capacity is still not enough to meet the needs.
“The private sector and state-owned enterprises are still reluctant to fully contribute to railway investment projects because they are still full of challenges. Besides being capital intensive, the conversion also takes a long time,” said Fery.
As a solution, Fery suggested using the LVC scheme in Indonesia, reflecting on several countries that have successfully implemented this scheme. However, in Indonesia there is no explicit regulation on how to calculate and identify beneficiaries.
In his open session, Fery introduced a land price estimation model, the effect of regional development on land prices around the station, as well as the potential of Land Value Capture Earmarks and a comparison between Tax Increment Financing (TIF) and Public Service Obligation (PSO).
He hopes that his findings can be a reference for parties involved in the development and construction of railroad infrastructure in Indonesia.

Meanwhile, as the main promoter Prof. Ir, Carunia Mulya Firdausy, M.ADE, Ph.D. and associate promoter Dr. Ir. Najid, M.T.
Declared graduated by Rector Prof. Dr. Ir. Agustinus Purna Irawan, M.T., M.M., I.P.U., ASEAN Eng. with a GPA of 4.00 brought Fery to the title of praise / cum laude.
In closing, Prof. Ir, Carunia Mulya Firdausy, M.ADE, Ph.D. advised Fery to remain humble in applying his knowledge in the community.
Declared graduated with a GPA of 4.00, Fery became the 78th graduate of the Civil Engineering Doctoral Study Program, Faculty of Engineering Untar. (LA/AW/KJ)
