Acting Regent of Tanggamus Earns Doctorate in Civil Engineering from Untar, Proposes Road Maintenance Policy for Lampung

Mulyadi Irsan, Acting Regent of Tanggamus Regency, Lampung Province, earned a doctoral degree from the Doctoral Program in Civil Engineering at the Faculty of Engineering (FT), Universitas Tarumanagara (Untar), following an open examination held on Tuesday (2/7/2024) at Untar Campus I. After successfully defending his dissertation titled “Policy Model for Determining Priorities in Road Maintenance Financing,” Mulyadi became the 79th graduate of the program.

The dissertation was motivated by Government Regulation No. 34 of 2006 on Roads, which stipulates that road authorities are obligated to maintain roads under their jurisdiction and responsibility.

In carrying out this obligation, the Provincial Government of Lampung faces challenges due to limited regional revenue sources, which affect the availability of funds within the Regional Revenue and Expenditure Budget (APBD).

The implementation of road maintenance is highly dependent on available financing. Limited funding capacity has prevented the provincial government from carrying out maintenance across the entire provincial road network. As a result, regional road maintenance projects have demonstrated relatively low productivity levels.

The study aims to contribute to the development of a method for determining road maintenance priorities, ensuring that allocated funds generate optimal benefits and support Lampung Province in becoming a strategic regional hub.

Mulyadi formulated a policy model for determining road maintenance financing priorities in Lampung Province under conditions of budget constraints. He proposed a maintenance prioritization model covering 99 provincial road segments.

After evaluating various budgeting schemes, he found that prioritizing road maintenance in the first year was the most effective approach. Subsequently, from the second through the seventh year, budgeting would focus on preservation activities, including reconstruction and rehabilitation.

Mulyadi also proposed several alternative financing mechanisms for road maintenance. Currently, road maintenance funding in Lampung Province relies solely on the APBD. Going forward, he suggested additional financing through the State Revenue and Expenditure Budget (APBN), partnerships with villages and cooperatives, Public-Private Partnerships (PPP/KPBU), and loan-based financing schemes.

The open examination was attended by Member of the House of Representatives (DPR RI) Drs. Mukhlis Basri, M.M., who stated in his remarks that Mulyadi has frequently contributed ideas and recommendations regarding road infrastructure development programs. According to Mukhlis, infrastructure serves as a critical foundation for economic progress. Improved road quality, he noted, directly contributes to stronger economic growth.

“We hope the knowledge gained by Mr. Mulyadi will benefit not only himself but also Lampung and Indonesia. We are proud of him, as he is a figure greatly needed in developing infrastructure in Lampung,” he said.

On this occasion, Rector Prof. Dr. Ir. Agustinus Purna Irawan, M.T., M.M., I.P.U., ASEAN Eng., who chaired the examination, expressed his hope that the new doctoral graduate would continue conducting research and applying his expertise to make concrete contributions toward solving challenges faced by society.
