Documentation of the MoU signing by Untar Rector Prof. Dr. Amad Sudiro, S.H., M.H., M.Kn., M.M. and Assistant to the National Police Chief for Human Resources, Inspector General of Police (Irjen Pol) Prof. Dr. Dedi Prasetyo, S.H., M.Hum., M.Si., M.M., representing the Chief of the National Police.

Every July 1st, the Indonesian nation commemorates Bhayangkara Day as a tribute to the founding of the Indonesian National Police (Polri). This commemoration serves as a moment of reflection on the vital role of the police in maintaining public security and order. This year, Bhayangkara Day 2025 marks the 79th anniversary since the date was designated as the official founding day of the Polri institution.

The history of Bhayangkara Day traces back to Government Decree No. 11/SD dated July 1, 1946, issued by President Soekarno, which placed the National Police under the authority of the Prime Minister. From that moment on, the Indonesian National Police (Polri) was officially established within the constitutional system of the Republic of Indonesia. The name “Bhayangkara” refers to the elite forces of the Majapahit Kingdom led by the great military commander Gajah Mada, symbolizing dedication to maintaining the nation’s security and order.

Untar is one of the higher education institutions actively supporting the National Police’s mission in nation-building. This commitment was demonstrated through the signing of a Memorandum of Understanding on October 15, 2024, which includes collaboration in education, training, human resource development, and joint research in the fields of law, cybersecurity, and information technology.

The Rector of Untar, Prof. Dr. Amad Sudiro, S.H., M.H., M.Kn., M.M., emphasized that the synergy between universities and the National Police should not be seen merely as a symbolic ceremony, but rather as a moment to strengthen strategic collaboration between the academic world and law enforcement institutions.

“The collaboration between Untar and the National Police is a tangible manifestation of strengthening human resources based on the values of the Tri Dharma of Higher Education,” said the Rector during the Memorandum of Understanding (MoU) signing ceremony.

This collaboration also paves the way for the involvement of police personnel in academic activities, including guest lectures, seminars, and community service projects. This synergy reinforces the role of higher education as a strategic partner in fostering a civilized, democratic society that upholds the rule of law.

Bhayangkara Day does not belong solely to the National Police, but to all elements of the nation who aspire to see an Indonesia that is safe, progressive, and dignified—built upon knowledge and integrity.
