Made Wisnu Becomes Untar’s Youngest Doctor of Law, Highlights Cyber Terrorism Regulations

Made Wisnu Adi Saputra was officially inaugurated as Untar’s youngest Doctor of Law at the age of 27, after defending his dissertation in the Public Doctoral Promotion Session held on Thursday (July 10, 2025) at Building M, Untar Campus I. He became the 45th doctoral graduate from the Doctoral Program in Law, Faculty of Law, Untar.

The promotion session was led by the Rector of Untar, who is also the Dean of the Faculty of Law, Prof. Dr. Amad Sudiro, S.H., M.H., M.Kn., M.M., and attended by the Main Promoter Prof. Dr. Mella Ismelina F.R., S.H., M.Hum., and Co-Promoter Prof. Dr. I Ketut Sukewati Lanang P. Perbawa, S.H., M.Hum., along with the internal examination team.

In his dissertation titled “State Responsibility Towards Citizens in Transnational Terrorism Crimes in the Form of Cyber Terrorism Through New Media,” Made Wisnu thoroughly examined the obligations of the state in addressing increasingly complex cross-border crimes in the digital era.

This research highlights how the state bears legal responsibility if it fails to effectively prevent, regulate, or counter cyber terrorism. The dissertation proposes a model of state responsibility influenced by the principles of Core International Crimes to fill the regulatory gaps in Indonesia’s legal system.

Made Wisnu, who is also a Civil Servant (ASN), emphasized the urgency for the state to adapt to new forms of digital terrorism threats.

“The government must regulate the limits of digital platforms regarding extremist or radical content. The state also needs to protect its citizens from the exploitation of algorithms that spread digital radicalism,” he said during his presentation.

The Main Promoter, Prof. Dr. Mella Ismelina F.R., expressed her appreciation and also conveyed a message to the new doctor from Untar.

“I congratulate Dr. Made Wisnu for successfully defending his research and earning the Doctorate in Law at Untar today. Keep creating and innovating, of course by upholding the values of Integrity, Professionalism, and Entrepreneurship in line with Untar’s spirit,” said Prof. Mella.

Dr. Made Wisnu graduated with a Cumulative Grade Point Average (GPA) of 4.00, earning the distinction of Very Satisfactory.

With this graduation, Untar reaffirms its role in producing superior human resources who are adaptive to strategic global issues, including national security and the protection of citizens’ constitutional rights. This dissertation is expected to serve as both an academic and practical reference for policymakers in formulating specific regulations on cyber terrorism and cross-border crimes in the future.
